The MD reserves the right to not accept the lowest bid, believing that all factors need to be fully considered in determining the best value. Completion of the Submission Form and the Evaluation Criteria Form is required and does not imply any commitment or right to work for the MD.

The MD of Opportunity is seeking individuals to work at voting stations in Calling Lake, Chipewyan Lake, Peerless Lake, Red Earth Creek, Sandy Lake, Trout Lake, and Wabasca for the Municipal Election on October 20, 2025.
Request For Quote – Supply Required Labour For Construction of Swing Set Perimeters (Wabasca)
Request for Contractor Quotes: Construct 6 Perimeters for Swing Sets for Sand Containment in Wabasca
Closing Date: September 23, 2025
Sealed quotations marked “Attention Quote for Labour for Swingsets”.” will be received via hard copy submission MD of Opportunity, Facility Maintenance Department at 2853 Alook Drive, by Tuesday, September 23, 2025. All submissions must clearly identify the contractor’s business name, contact information, and relevant certifications or licenses. • Site visits may be arranged upon request to inspect the Parks prior to quoting, contact: Landon McLeod at 780-891-3778.
The scope of work for this project shall include but is not limited to the following:
• Ground preparation and laying geotextile weed barrier control.
• Construction of swing set cribbing perimeter for sand containment using provided materials.
• Spread and level playground sand safety buffer to 12″ layer as required.
• Install playground attachments (I.e. Swing sets, slides, climbing apparatus where required)
Playground dimension are 6- at 40 feet by 60 feet.
Materials will be stored in the MD Public Works Yard.
This project MUST be completed before freezing conditions
RFP Chipewyan Lake Piling & Footing Removal
Closing Date: September 16, 2025, 2pm MST
The MD of Opportunity (MDO) is seeking proposals from interested proponents for footing and RTM piling removal and disposal services in the area of Chipeywan Lake affected by the Red Earth Creek Complex Fires on May 29, 2025. This work includes removal and capping of RTM pilings as well as the removal of footings. Please see Appendix A for the site map and master list of properties requiring piling and footing removal. The goal is to improve site safety and cleanliness. This work will be completed on a CCDC 5B – Stipulated Price Contract.
The scope of work for this project shall include but is not limited to the following:
- Cut and cap RTM pilings to a depth of 2 feet below grade on twelve (12) properties.
- Remove and dispose of concrete footings on seven (7) properties.
- Supply, place, and compact structural backfill within remedial excavation areas to restore grade.
- Collect, transport, and dispose of all associated metal and debris at the Wabasca Landfill in accordance with disposal requirements.
- Contractor shall assure that all loads are properly secured, tarped, and transported without threat of harm to the general public, private property and public infrastructure.
- The Contractor shall maintain disposal records and documentation. Contractor shall provide daily progress reports.
- The Contractor understands and agrees to complete the scope of work in the most expeditious manner possible is of the utmost importance and will make every effort to complete all requirements of the Contract in the shortest time possible.
- Contractor acknowledges, represents, and warrants to the MDO that it is familiar with all laws relating to disposal of the materials as stated herein and is familiar with and will comply with all guidelines, requirements, laws, regulations, and local authorities.
- During the course of the work, roads and streets shall be open to through traffic. Local access for residents and emergency vehicles must be maintained at all times. Emergency vehicles must be accommodated to pass through the construction site as needed.
RFP Chipewyan Lake Fire Debris Removal

The MD of Opportunity (MDO) is seeking proposals from interested proponents for debris removal and disposal services in the area of Chipewyan Lake affected by the Red Earth Creek Complex Fires on May 29, 2025. This work includes removal of fire-damaged structures, sheds, and debris piles. Please see Appendix A for the site map and master list of properties requiring debris removal. The goal is to reduce fire risk and improve site safety. This work will be completed on a CCDC 5B – Stipulated Price Contract. The scope of work is limited to surface-level debris removal.
The scope of work for this project shall include but is not limited to the following:
- The MDO currently retains a separate contractor responsible for collecting and disposing of metal scraps at appropriate recycling and disposal facilities. If any metal materials remain on the properties, the proponent must bring metals to the Wabasca Landfill.
- If testing results indicated the presence of Asbestos material proponents must remove, contain and dispose of burned building debris and ash that may contain ACM to an offsite facility permitted to accept this material. Appropriate dust mitigation measures must be implemented. Following removal of ACM debris, process, load and transport offsite to an appropriate recycling facility. Treat and appropriately dispose offsite of any contaminated water encountered or generated during the work.
- Remove from site all of the following: – Fire-damaged structures, sheds, and debris piles
- Leave in place: – All non-volatile and healthy vegetation and fencing.
- Debris must be disposed of at a properly classified landfill within Alberta that is authorized to accept contaminated materials. The selected location should be as close as possible to minimize hauling costs.
- Contractor shall assure that all loads are properly secured, tarped, and transported without threat of harm to the general public, private property and public infrastructure.
- The Contractor shall maintain disposal records and documentation. Contractor shall provide daily progress reports. Such reports shall contain, at a minimum; total quantity collected by type of debris, daily totals by debris type, and maps and description of the geographical areas addressed by the Contractor.
- The Contractor understands and agrees that debris removal in the most expeditious manner possible is of the utmost importance and will make every effort to complete all requirements of the Contract in the shortest time possible.
- Contractor acknowledges, represents, and warrants to the MDO that it is familiar with all laws relating to disposal of the materials as stated herein and is familiar with and will comply with all guidelines, requirements, laws, regulations, and local authorities.
- During the course of the debris removal work, roads and streets shall be open to through traffic. Local access for residents and emergency vehicles must be maintained at all times. Emergency vehicles must be accommodated to pass through the construction site as needed.
