Incentive Programs

There are currently 2 incentive programs available through the M.D. of Opportunity.  These programs were developed by Council to encourage low, medium and high density residential and commercial development in an effort to accommodate future, balanced growth. 

The Development Incentive Program (Land Policy L.3) encourages development by granting reduced fees for municipal services and the Subsidized Subdivision Grant (Land Policy L.2) financially assists landowners who wish to subdivide by granting a lump-sum towards the overall cost of the subdivision process.

    • The MD will pay on behalf of an individual who requests a lot split, on residential property, the following:
      • Road Access / Approach (Value - $2,500.00)
      • Water/Sewer Tank Services to the development (Value - $15,000.00)
      • Water/Sewer Tie in Services to the development (Value - $8,000.00)
      • Subdivision Applications Fees
      • Endorsement Fees
      • Legal Survey Costs
      • Utility Services Right of Way Easements if required
    • As part of the Agreement, the owner will contribute $10,000.00 and if the landowner locates a 2nd residence with a minimum assessed value of $50,000.00 on the newly created parcel within 2 years of registration the $10,000.00 will be refunded to the landowner; so essentially, this will be done for free!
    • Priority shall be given to one split only and, subject to budget availability, multiple lot splits may be eligible. 
    • Lot splits must be developed for residential purposes. 
    • Applicants will be received January 1st - April 30th of each year; applications received after the deadline may considered based on budget.
  • Approval/Selection Process:
    • First come, first served basis
    • There shall be at least one existing dwelling unit on the original parcel in compliance to the Land Use Bylaw, but applications will be considered as well where 1 dwelling exists and there is a large enough parcel for a 2nd dwelling
    • If the parcel is vacant, a lot split is eligible subject that development occurs on both lots with the newly constructed parcel within the allotted time period
    • The applicant must construct, or locate the 2nd residence on the newly created parcel within two (2) years of registration of the subdivision
    • The minimum size of the pre-subdivided lot must meet the Land Use Bylaw requirements
    • Where 2 dwellings exist on one property and both are assessed at minimum $50,000.00 each, the $10,000.00 shall be waived
    • A Development Agreement is required once the application is approved.  The Development Agreement will set out the owner’s initial contribution of $10,000.00 (which must be paid along with the application).
    • Where the lot is vacant, the MD will supply 2 sets of services for one (1) $10,000.00 deposit. However, the landowner must construct within two years in order for the $10,000.00 to be refunded.

  • Development Incentive Program (Land Policy L.3) Download here
    • Council wishes to encourage low, medium and high density for all residential development and commercial development in order to accommodate future balanced growth by granting reduced water and sewer fees, reduced garbage collection rates and municipal tax reduction. 
    • Emphasis will be on the construction of new permanent multi-family residential dwellings such as duplexes, semi-detached dwellings, apartments and row housing.
    • INCENTIVES:
      • No charge for water/sewer and solid waste services for residential development for a period of three years (main water/sewer system or through delivery/pick up program) from the first years taxes are imposed;
      • One hundred percent cancellation of the annual municipal taxes (not school, lodge or other requisitions) for improvements (not Land) for all residential and commercial properties for a period of three years from the first year taxes are imposed. 
    • ELIGIBILITY:
      • In order to be eligible for these incentives, a residential dwelling must be stick-built or modular house constructions, placed on concrete foundation, and have a total assessed value of at least $50,000.00.
      • To be eligible for the municipal tax exemption, a commercial building must be placed on a concrete foundation, and have a total assessed value of at least $50,000.00.
      • Landowner shall not have any outstanding or overdue debts to the MD of Opportunity No. 17 ( ie, taxes, utilities or other applicable accounts receivable).
