Brief Summary
The primary area of gross developable lands available in the downtown lands north of Mistassiniy road is approximately 46.7 hectares (115 acres) excluding the lands needed for the "spine road" and the new Multiplex/Fieldhouse Recreation & Convention Centre. The study results confirm there is sufficient lands planned in the downtown core to accommodate a well planned downtown with an appropriate amount of commercial development and also accommodate a 10% park and walkway dedication requirement, which is complimented by mixed-use residential, institutional and perhaps projects like an integrated seniors aging-in-place housing project and affordable living.
In the short term to 5,400 people, the highest commercial market potential lies with group businesses, including an Accounting Office, Bank (with drive-thru ATM Services), Clothing Store, Computer Sales & Services, Dry Cleaner & Laundry, Hotels, Insurance & Vehicle Registries, Massage Therapy & Spa, Real Estate Office and Satellite T.V. Service Provider. All of the anticipated initial businesses would be well situation in an attractive, modern and vibrant downtown.
A successful downtown will include a mix of complimentary land uses which are identified in the Wabasca Downtown Development Guidelines. It could also include a modest amount of housing as a "mixed-use" development in the form of second floor rental apartments, located above leased commercial floor space, apartment complex, and condo's. The success of retail and service commercial business depends upon the population and disposable income levels. For the purposes of this study commercial retail, professional services, food services, accommodations and entertainment, etc., are listed under "Commercial Retail & Professional Services" or"retail Commercial". This group includes general office services or "white collar" commercial services. These businesses may be located in downtown or along highway #813.
